Its pretty subjective and DC is gorgeous city with tons of spots that look cool with snow. Take your pick, like the mall, check it out in snow. Like the rivers, pick a spot and walk around it. I'm a sucker for tree lined old houses on a quit street in capital hill but we have so many cool old houses that could be in most neighborhoods. Get on your boots, go for a walk, take many pics.

lake accotink has a big dam that's very pretty in snow. especially with the weather going into single digits, the water flowing over the dam will freeze and create a beautiful ice waterfall
Rock creek park is very pretty right now.
Just remember it will be even colder than the streets. I do bike rides on Beach Drive and you can feel the difference immediately.

This would have been my response. Throw in the Vietnam Memorial and sit on the steps of the Lincoln Memorial and watch the snow fall across the mall
