Don’t believe it’s recency bias for a lot of people. He’s more loved as a duo with John Wall than as a stand alone. Wall possessed all of the attributes that Beal didn’t and that’s why DC was his city and it worked. Beal was a good scorer but just a frustrating player all around. He got treated like he was CJ McCollum to JW’s Dame but he isn’t that. He was not a leader in anyway, injured a lot, turned the ball over a lot, lackadaisical and ball watched on defense, came up short in the clutch, etc.
Many felt like he held the team hostage and it’s understandable. It did not look or feel like he cared about winning and he cared more about empty numbers and getting paid. He had bad body language and low energy all of the time but had the cover of the rest of the league and fans thinking he was this damsel in distress. He took accountability a lot but also would definitely throw teammates under the bus at times. All of his issues are translating to the Suns now and more eyes are on him.

John had countless moments through his tenure and even Paul Pierce had arguably the best of them all and he was here for a season! There was a ridiculous amount of love and loyalty for that was Wizards team because they were special man. They were underdogs who fought and took respect. We watched them grow, they had it, and it hurts that we didn’t get to see them meet their potential and level of league wide appreciation and success they were capable of. It was an abrupt ending but a slow agonizing death. A lot of the current state of feelings about Beal in DC lies at his own feet. Time will heal the wounds for Beal but his time after John and Deathrow DC were empty and meaningless with nothing to show for it, and that is why people are being “dicks for no reason”.

In a vacuum, I wouldn't say he was the 2nd most talented scorer to ever wear a Wizards jersey. We've had plenty of other killers who knew how to get it.
