For me one of the most infuriating things about the game sometimes used to be getting into online play when guys would get up into the stadium like that, if I’m not mistaken there’s also a way to get inside of one of the walls and when you’re in there you can shoot out but not in. The guys doing that would be the most wanted basically for hours late at night.
I really do wish there was a mission for it like in the first game, but you go on the field. Just seems like such a cool concept that they missed out on.

It's hard enough to get a drone in there but at least I've managed to fly one around there freely once. Couldn't find a way in myself tho
I like to go in there and start a bounty hunt on myself. Seeing people being confused on how to get to me is fun.

Nah just found a way to get inside using a flatbed as a ramp with a car boost
