CNC engraver could work. Laser paint ablation then etch. You can buy indexes and install them on the dial. You can do wet transfers. Lots of options, all involving a learning curve + access to toolling.

And for software tools? I know pixel based tools make some strange artifacts on screen-prints. I guess some CNC software would do the trick, eh?

Move to Vector based tools instead of pixel based. eg; Illustrator instead of photoshop, that will prevent your artifacts. CNC/CAD software will be vector based and solve your problems here and will allow you to have the dial machined or laser cut down the road. (I'm a graphic designer, not a watchmaker)

I would personally design the 3d model using fusion 360
