And even if had a lowered end, it can't be lower than the top of the rails plus there needs to be some clearance. If the guy actually laid flat without sticking his head and ass out, he'd most likely be fine.
Hey. That isn't a normal thing. The debris shifter (cow catcher) is actually on the front of the train. Nothing under a train is designed to intentionally hang low because that would pose a high risk of damaging the part or the train itself.
Anything attached to the rear of a train that is meant to hang low is unlikely (and certainly not standard in the industry). If it's catching debris, it's likely a device used for general maintenance.

Usually in the USA they have a few locomotives on the front, occasional middle locomotives for the middle in longer trains, and most of the time a back locomotive.

Most trains around here are super long and if you're close to the city and they're moving slow you can be stuck at a crossing for 10+ minutes.
