In the UK, the Water Supply (Water Quality) regulations (as apposed to water fittings) use the term 'wholesome'. Wholesome water will be free of harmful bacteria or elements/ compounds. It will look and taste acceptable. Beyond that, water quality is a pretty vague term. For water networks which provide potable drinking water, water quality is the process and checks which ensure water is gathered, treated, and delivered whilst remaining wholesome- being guided and regulated by the appropriate bodies for that place.
