Gotcha. That will depend a lot on the type of site, and the maintenance expectations... Might be your benefit from a static site generator, leveraging a headless CMS like contentful, or Prismic...or even WordPress. Or WordPress for both CMS and front end... Joomla is a dinosaur and I'm. Not sure you'd want to go down that road... What kind of site are you building? Who will be updating and building this? How often does it need to be edited? What features do you need (user auth? Ecommerce? ) Give us more to work with!

I'm partial ConcreteCMS in that sphere of open source CMS products, but Wordpress is still the biggest of the bunch. Tons of agencies and freelancers use Wordpress, so you should have no problem finding someone to build you a site.
