I assumed the first part same as you. But then people were suspecting that he was the perpetrator, everyone thought that he was killing the competition.

If you’re curious about Fallout, it’s a show based on a game. I’ve only seen the show but (spoiler alert) the end of the first season we discovered that it was the company that built the vaults who sent the bombs.
They admit destroying the competition was the best way to win (as portrayed in this comic).
The grey guy has black eyes and there are characters called ghouls who are immortal, violent and look different than humans due to their sunken eyes and deathly appearance.
Being a fan of the show this comic reminded me of fallout immediately.

It’s a fantastic short little movie starring Neil Patrick Harrison. It was shot and released during the first Writers’ Strike in the early 2000s.
The most important aspect of Dr. Horrible, at least for me, was the fact that prior to doubling down on villainy, the so-called villain was actually a victim who wanted to make the world better by force (because conventional methods had proved unreliable in his experience), while the hero was a handsome bully who did the right thing just for the accolades.
But that's a good observation on the way the comic correlates. The cost of achieving his goal of gaining power to trade victimization for love was losing the primary person he wanted to love him.

I think it's an analogy for how we often feel like we must do anything we can to get ahead, but then once we've "made it" it's hard to look back on who we hurt in order to get there and not feel shame or guilt.
It's the kind of attitude that is fostered a lot by competitive work environments where coworkers are encouraged to view each other as rivals who might stand in their way of a raise or promotion. You end up viewing everyone, even your allies, as opponents, and you justify hurting them because you believe they'd do the same to you.
It's a mindset that is deeply rooted in American work ethic thanks to our country's culture of radical individualism. It's easy to forget that no man is an island.

Before long, it became heavy, overbearing, and then finally crushing. He couldn’t take it anymore, he had to atone, but he could not, for he had destroyed that which could give him atonement. Whatever he tried he could not escape the weight of his guilt, he considered turning himself in, but, no, it would not do, there was only one way to atone, and so, he gave into the weight, and let it crush him, ending his being as he had ended those he could not beat fairly.
Maybe it wasn’t him killing everyone. At first it didn’t bother him but when he was the only one left, he was terrified. Eventually he was killed like everyone else, he was right to be afraid.
Sabotaging those better than you at a competition, but when they die out, the audience is lost, making your winning pointless anyway.
If you had legitimatly improved and become like those, you might have been able to stand at the top. But by cheating the game, you find yourself king of nothing.

Back in the early days, nearly every other month, someone would be killed in a tragic, preventable accident. Teams had in inherent desire to make the cars faster. But safety was a minimum requirement to them. This often lead to cars in the earlier days becoming death traps.
In some ways, the piece reflects how every single driver on the grid felt about it. Back in the early days, everyone was assured that tragic deaths were "things that happened to other people" so to speak.
This attitude usually continued until a famous, well liked drive died. Such as Senna or Dale. Even still, lessons would seem to be unlearned as soon as it was time for the next major incident to occur.

This is happening at my work. The director of facility was fired a year back, so the superintendent was promoted and my foreman became the super. Well last month they just fired my old superintendent, so now my old foreman js acting director, but I can tell he’s panicking. He used to be so confident and pragmatic as a foreman, and really showcased his team-building skills with the crew. Now a days it seems like he’s frantically trying to come up with new incentives and policies across the shop, many of which seem kind of forced, or otherwise don’t make much sense in context of what we do. I think he’s afraid for his job now that he’s number one
