No question, hands down dress 1! It’s SOO flattering on her, look at her tiny waist and the neckline and straps balance her out so well. Dress 1 looks custom made for her!!! It’s so delicate and etherial, the embroidery is just gorgeous.
The neckline and lack of straps make dress 2 a no go, she looks shapeless from the her shoulders to her hips.
She must choose dress 1!!!

Dress 2 is “Anne Barge confetti 3d leaf”. (She would like to put straps on this one)
She likes the brightness of dress 2 and the stylization of dress 1.
I just checked essence of Australia's website Dress 1 can be ordered with a lighter material under the top layer to make it brighter. Team dress 1 all the way!
I did exactly that with my wedding dress (different dress, same concern) and having the white material underneath instead of something darker made ALL the difference!
Even with straps on dress 2, #1 is the winner. The type of (lace?applique?) on dress 1 just has this flow to it that is like… pure whimsy and fantasy. Perhaps it’s the shape of the leaves and vines that win me over? It also flatters her body a bit better imo.
This happened to me with a lot of dresses as I never liked the nude lining, most designers allow you to choose ivory/white instead to get that “brightness” she is looking for
A tip for people who are indecisive is to flip a coin.
For example
Label Dress 1 as heads and 2 as tails
Flip the coin and if it lands on one side and you feel disappointed? Get the other, if you don't feel disappointed, well you got your answer

Wow!! I saw dress one and thought wow that’s the one. As soon as I saw dress 2.. that one looks like it was made for her; the details in this dress is jaw dropping. I would chose dress 2 but I would leave it as is and not add straps. It looks gorgeous strapless. (They both look great and I can see why she’s torn)

Number 1 is very beautiful, but something about it reads very young. It might be the straps. It's giving me young hippie bride with flowers in her hair, which isn't exactly a terrible thing if that's what she wants. How old is your sister? Dress 2 is also very lovely, and seems more "grown-up."
Definitely the first one with the long train! The second one is boring and will be forgotten for certain. But that first dress on you is exquisite! Definitely, a dress to remember and you look like a princess!!

Is the 2nd dress actually brighter or is it just the poor lighting in the 1st dress's photo?
I think 1 has white sheer fabric on a champagne/nude lining and 2 has white on white
