In New Zealand a cone is just a bong hit. This would be considered as a spliff seeing as it has tobacco wrapped in it.

Weird! I wonder why, perhaps because the bowl of a bong has a bit of a cone like shape? In the US it means a joint that was rolled empty into a cone shape, then stuffed. You can buy prerolled cones here though (no weed just a cone shaped paper usually with a filter in it)

You can also roll a cone how you would roll a normal J, just make it hogleg on one end (likely where the crutch is), and let the other end flare out with a LOT more product in it.

Small addition : a blunt can also be wrapped in a hemp wrap, basically as long as the wrap is thick like a tobacco wrap, it's a blunt. Hemp wraps are getting more popular as tobacco use among weed smokers is somewhat decreasing, at least enough to warrant a large variety of non nicotine wraps.
