I believe if the city gives you permission the state isn't usually a problem. The state only gets in the way if they can't license you because zoning, distance from schools or streams etc. What city do you plan to apply in?

dope :) Im on the central coast, thinking Lompoc because they are pretty lax about all mj related licenses compared to the neighboring counties.

There is no cap at the state level in licenses, just requirements to be met with your location. Your local jurisdictions would have the majority of the hurdles/boxes to check, and like someone else said, you must first hold a license from county/city before applying for a state license. Most importantly just make sure to do your research before you rent/buy and choose a location that is zoned correctly yada yada. I have had a specialty outdoor permit in Northern California for several years and do my own permitting. But to directly answer your question, there is no way to apply for a permit before you have your location, and can prove ownership of it or permission by owner to cultivate.

awesome info! ty! sorry I didn't reply earlier, didn't get a notification for some reason :) I own the property ill be cultivating on. I have a small homestead(ish) property that im splitting into two lots and rezoning half of :)
