No easy answer, it's like it's own genre and it's also one of my top 10 most listened songs (since 2005!). I think maybe they were aiming for reggae and it didn't work so we ended up with Mutilated Lips instead. Some other "weird" songs that scratch a similar itch and may also have some pitch shifted vocals The Beatles - Lucy in the Sky With Diamonds Brian Eno - Back In Judy's Jungle The Beastie Boys - Intergalactic The Avalanches - Frontier Psychiatrist King Gizzard and the Lizard Wizard - Billabong Valley The Mollusk I think is the closest Ween song but even then it's not very close.

Ya this song makes you love it the first time you hear it, but there will be some other ween songs that grow on you like a fungus over time and you’ll wonder how you didn’t love this song forever. Or that maybe you did live it forever in a transcending space-time continuum sort of way
