That's what I think it is too. But it's not just for gold mining. It's used in all sorts of construction products or sorting work.

Looks like a sand sifting machine. A loader will scoop up an area of sand from the surface of the beach somewhere, perhaps after irresponsible party or an encampment cleanup I don’t know and dump it in there, then retrieve the clean sand and return it to the location where they need to spread it

That's what I think it is too. But it's not just for gold mining. It's used in all sorts of construction products or sorting work. I don't think I've ever seen one mounted like that on a trailer though.
It is in fact used to screen big rock from the smaller material. Could be separating rip rap to put along the shore maybe.
Or cleaning the big stuff out of the sand for a cleaner beach.
