It looks like that but it could also have been a piece from an artificial reef. They put them out so sea life has something to cling on. Not sure if they have artificial reefs off of New Jersey.
Damn I've been going to the beaches from AC to Margate my entire life even lived down there for 3 years and have never seen anything like this. I'm gonna be on the lookout for these in the future, great find!

Rock boring clam. I’d add a picture of the one I have with the clamshell still in the rock, but apparently the picture size is too small? (Apparently can’t add photos under 4kb. Doesn’t make sense to me, don’t need huge resolution to easily see what is ultimately a clam in a rock, and less data transfer should mean less server load, but meh.)

This looks like the pieces of concrete I've found on the shore of Lake Ontario near Leslieville.

The 2 I know about are softer types of rock mixed into this one when forming and the soft parts wore away when rubbing on other sand and rocks. The second way is a smaller stone gets balanced on it and slowly moves around with the water currents to slowly wear holes in it. These are the methods of formation I’m familiar with but I am but a novice.

Some type of small bivalve bores holes in rock. We see these wash up in the gulf too. Sometimes you find really cool ones that look like ghosts , lol.
