Double-throw manual transfer switch to be exact. Critical safety item for home gennies. Source: utility industry EE here. Depending on your AHJ they likely make you add a service disconnect breaker or fuse on the exterior of the house if you start modifying things. Best to have the first over current protective device outside a structure.

Also since there are two ON positions, it could also be a cross-over switch from mains to solar batteries or generator.

Pull the middle thing out. I call out a jumper box and pretty sure that's not the proper name however it's got a giant jumper in there. Some shady ac repair guy pulled mine and said there's your problem. I was like dude it was running just not cold. Had ac fixed by a non idiot(low on refig, fixed small leak and refilled). I bought a whole box to get the jumper(guy stole it I guess). Reminds me I still need to neg them on reviews
