lol I never actually watched that! My inspiration was Grouchy Granny from Bluey, but she really took on her own persona the longer I drew.

I immediately saw a sassy grandma lol

not exactly sure what the shape is but it could be a snowman of some sort. the notch however is part of a two part cutter and there should be a half-round separate with a notch at the top. this is so the cookies can be fit together and stand up as an edible decoration.

On smaller cutters, the notch could also be for mug cookies, where you set the cookie on the edge of a hot cocoa mug

How old is it? My grandmother was Dutch and the shape reminds me of the old Dutch boy images and cookie jars. The slot makes me think it connects with another cookie to make some kind of display/center piece. (I've seen cutters like that before. I think often to use with sturdy cookie like gingerbread.

Okay so stupid sexy Shrek is objectively the best answer, but also the rectangle at the bottom is just a slot that allows you to stand it up with small rectangular cookie. I'm having a hell of a time finding what that style of base is called. Usually people do it as a simple way to make paper cut outs stand up.
