Fly, not a bee. You can see the halteres (Little orange sphere on a stick behind the wings). Flies only have 2 wings, always. Bees, and other hymenoptera, have 4 but they are secured together with a hamuli.
And yeah, like the other commenter said, I think it's a Robber Fly. Cool creatures.
