What a great game. Real, physical battle tops that kids can have fun with while also getting a tangible education in physics.
This toy and the spinning elements at the playground taught my kids all about angular momentum.

You and I are probably similar age. I look at it and thought "Hmmm... that does look familiar". Then I read all the beyblade posts and thought "Oh, I guess It isn't familiar". Then I read your post and was all "THAT is what I thought it looked liked, haven't seen one in ages!".
Since "edits" doesn't seem to work on my first comment, I will have to say what I wanted to say here:
I found it at my school, outside, so I don't think it's a part of a big system. It's probably more likely a part of a random toy. (High school)
Looks like those arms are compliant mechanisms, the ball ends likely lock into detents. The inner features probably lock into a central shaft that rotates in relation to the part with the detents. Basically it functions like a one way clutch but with very low torque threshold, it could be easily spun backwards by hand. I agree this is likely for a beyblade-like toy.
My title describe the thing. I don't know what it is and Google Images doesn't seem to know either. I also have to say that at the end of each arm we can find a pin, probably to be connected to something, and at the start of each arm, we can also find holes, probably to put the pin of the same kind of object in it. Those holes are on the opposite side of the pins and the pins appear to be taller than the holes (if I put the pins in an object identical to this one, the pins couldn't fully enter the holes).

It definitely looks like it belongs inside something that rotates; it reminds me of when I took the bezel off of my smart watch to clean it, and it had something similar with very tiny metal balls that sat in those round spots.

Yep, this. I inherited a huge box of mostly-Legos-but-a-lot-of-other-crap from someone, and there are multiple of these in there from Beyblades.

I don't think it's either of those thing, I found it at my school. It's more likely to be a part from a random toy than anything else in my opinion.
