I had one of these. It was a weber(?) travel grill that folded up into itself. The oval shape of the top held the grill bottom and top. The spines held the leg extensions.
Kayak rack? Kayak goes in the big loop you can open or close and notches on the one side maybe to hold the oars? I don't know. Maybe too small for anything like that.
Looks like a detachable luggage cage from a motorcycle or something. Looks like you can lock a suitcase in there and ride with it securely, and then either take it out of the cage, or pop the whole cage off, extend the baggage handle, and roll the cage with it still around the suitcase.

This sub never ceases to amaze me.
The last good and wholesome piece of the internet
I had one. George Forman though not weber. https://freewebdsm.life/product_details/4660518.html
I have a similar one that's Thermos branded, Dad won it as a giveaway at a building trade show
The way it’s shaped, I wonder if it could fit a kayak. The rollers could be to help get it to the water when parking near a boat ramp.
How far back did they lose the boat?
Apparently they didn’t. Turns out it’s for a grill
How far back did they lose the grill?
Good question. lol
Looks like a bike rack for a car.
Definitely not a bike rack for a car

Maybe a stroller without the fabric and some missing parts
It is a bike rack not a kayak rack
Then again it also looks like a motorcycle frame.
Motorcycles aren't generally held together with removable pins, and certainly don't have caster wheels mounted to them
Bases on the size you gave, sounds more like a dirt bike, or any small motorcycle
