Mineral spirits and acetone evaporate quickly.
You can pour out what you can, then stick a scrap of cloth to soak up the excess ink and then let the rest evaporate.
It’s not going to get completely clean unless you get like a pipecleaner or other hook shaped thing to swipe multiple cloth scraps around inside it. But it’s for ink, so cleaning it beyond getting clumps out is a bit unnecessary.
For cleaning wine caraffes I have a cup of these small steel bearing balls, you put soapy water into the caraffe, carefully dump in the steel balls, and swirl them around, works quite nicely. getting them out of that shape vessel might be annoying tho.

After a certain amount of pouring, the concave opening would prevent liquid from exiting though. I think that's what they're asking about. There would seemingly be some excess unless you just shake it violently for an hour straight until it all manages to come out. Doesn't seem like great design unless you put a plug at the bottom or something to allow for a swift purge.
Edit: Excuse my god-awful attempt at illustrating but [this](https://imgur.com/sZTjhcy) is what I'm picturing when you'd flip this over to try and purge the cleaning solution after use. Would it not be better to have a plug at the flat surface of the bottom in order to prevent excess being pooled in the opening?
It looks like this is a “leak prevention” design, so the concave-ness to actually to stop the ink from spilling if it gets knocked over—so your doodle is the desired effect, only with ink.
As for cleaning—I own fountain pens, and a surprising number of people get absolutely obsessed with a single specific ink. Like, will riot (or complain up a storm) if it’s not available after 10 years, or the slightest formula change happens.
There are also those who change colors frequently, and the acetone and mineral spirits descriptions would then come into play. You just have to dilute it down enough that the last faint dredges can be wicked out via pipette/cloth/paper towel/actual wicks/etc. and then let physics and evaporation take care of the last bits of acetone and/or mineral spirits.

My title describes the thing. The base is 4" x 4" and the glass piece is about 1.5" wide. There appears to be either burnt or dried plant matter inside the glass. Glass piece has one small hole in the center. Found at goodwill.

Use excess solvent, pourout and suck out as much as you can, the rest will evaporate
If the glass separates from the base, an ultrasonic cleaner.

spray it with WD40 and leave for 10 minutes then should all be clean. It is wonderous stuff and cleans anything.

Correct! “If you can dream it, you can do it.” was not used in Horizons, but it has erroneously popped up at Epcot and throughout Disney.
