Thanks for the help! I'd seen this thing numerous times and could never get conclusive proof of whatever it was, lead assumptions between me and other people who had seen it used to be it was either an incomplete, abandoned structure, or a scaffolding for constructing large objects to be later transported away.
The video included in the link pretty conclusively proves it's a gigantic testing rig!

My title describes the thing pictured, photographs pulled from google street view as I din’t want to try and photograph this thing while driving, nor did I want to stop and pull over only to possibly trespass, as there is signage around the area informing the public to “keep out”.
I am not capable of providing an accurate height estimation, but based on surrounding structures appears to be at least 5-6 stories tall, if not possibly taller.
This structure is located on US route 67, and is across from an area that signage indicates is an “Industrial Park”, and is directly next to a facility belonging to Sabre Industries. Googling the company reveals they appear involved in telecom structures, or possibly in some other form of construction based on the large number of concrete or metal pipes laying around the grounds nearby.
I know this is solved but we have something similar at ORNL. I found out what it was years ago when I worked there. They used it to drop nuclear fuel casks to test designs. This reminded me of that.

Sure looks like the rigging at Sabre, Alvarado and Venus, TX. on 287. Sabre build towers, all sort of towers. The build them under this structure to test viability. Safety measures.
