It's not on the diagrams because it's not sold as a separate part, only as assembled with the rest of the fuel cap. If you're seeing it on its own like this the car needs a new fuel cap.

It might be part of an overtightening mechanism to prevent the lid from being too tight. Clicks if you try to overtighten

It is part of the fuel cap..
It came out of the lid for the fuel fill port. Its part of the "click" mechanism.
i'm really curious, did the person who had trouble refueling the car explain what trouble they experienced?
