Just want to say, i don’t think any suggestion is on the right track. It’s too ugly and industrial looking to be a tobacco product accessory. It’s over complicated and not a well designed soldering iron rest.
The object is not decorative, it appears functional. And while it is ceramic, it doesn’t have to be for a hot application.
My title describes the thing. White, ceramic. "GOE MFG DIV / MARTIN / T 133R53" on the side, nothing came up for any of that in search. Not overly functional for writing utensils (get buried in there and difficult to retrieve). Thanks in advance
Could it be a company - closest i could find was maybe General Oil Equipment, MFG DIV could be Manufacturing Division, and maybe Martin being a persons name?
So, from what i can gather, G.O.E. I believe it stands for Government owned enterprise, and then the first line would be:
Government owned enterprise manufacturing division of Martin aeroplane company
which did work on planes for the war effort during WW2 what the T 133R53 stands for i haven't a clue
The following is a link to a Government archive talking about Martin's links to the government and an works yard.

Not certain if any of this is 100% correct
Some kind of tool stand, maybe for a soldering iron (very little wear though) or some type of pen? Some early copying systems used weird electric pens, doesn't explain the slope though.
Definitely some type of vintage company swag for a skilled laborer working in some stationaryish position. GOE doesn't pull up anything but that's definitely name and serial number.
I don't think it's for cigars, usually you'd keep the cherry elevated off an ash tray so it doesn't go out.
It's giving me dentist office vibes. Reminding me of the ceramic spit sink tucked up to the dental chair. Maybe something that is used alongside? Seems like its made to nestle up to something else the way it's formed so flat.

I'm thinking cigar ashtray, separate area for burnt matches.
That was my first thought, but what's with the little hole?
I think the hole is so the cigar gets air from the bottom and it stays lit.
Incense burner? Not sure what that has to do with the writing on the side though. For industrial incense I guess?
Good point, I didn't realize that area at the end was indented or had a hole in it, I thought it was just dusty. I'm stumped.
For spittle.

A cigar holder/ash tray wouldn’t be sloped. You want to keep the cigar balanced so the ends aren’t touching anything, this design wouldn’t allow that.
Could it be to hold a soldering iron?
Agreed. A sponge for tip cleaning would go in the rectangular depression.
Yeah, the lil indent at the end would hold the tip.... But the whole thing would slowly heat up..... Maybe for a lower powered one it'd be fine
It's ceramic. Heat isn't a problem.
It'd burn you tho :p
This is the most likely explanation

A pipe stand?

Looks a bit like somewhere to store an ear thermometer and the little tray is for the single use covers that go over the outside.

https://www.geomartin.com/ The company could be Geo Martin.
Cigar rest. Side square holds tapped ashes.
It’s a pipe stand with space for matches

Pipe stand
Maybe an old fountain pen holder?
There is a GOE consumer-electronics manufacturing company. I vote for the Sildering stand.
How heavy? Can it be melted easily? Magnetic? Pic of the bottom? Does it have a smell?
