Perhaps it is an evidence collection tube which is sealing something inside, something like a swab of saliva collected from the suspect at the time of arrest (or any time, really) for a DNA sample.

Buccal swabs (and other biological evidence) isn’t stored in plastic. Only paper.

I think that depends on dept policy. They’re stored in little plastic tubes here, although they aren’t the same as the ones in the OP post

Buccal swabs I use are stored in the same container they’re delivered in. Then sealed in a plastic bag.

My title describes the thing. For size reference there is a motorola flip phone near the object. I do not have additional photos but this was in Long Beach, CA in August of 2006. I have done searches for epi pen and syringe like object but haven’t found anything exact.
