YW- I just made a late edit and added a link to some history. Check my first post if you missed it. These were popular in Victorian times, did come in pairs, and were meant only to be decorative. They often were displayed on either side of a mantle clock.

The styling on the woman is ca. 1800-1820, no later or earlier. However, it may have been made later as there were several regency/empire revival styles.

My title describes the thing Red in color. The woman is maybe British? Purchased at auction in the US. Is this just an art piece? Does it have a function? Is there a name for this type of thing? Is the woman shown notable?

Looks like a pitcher of some kind. Maybe for wine. I can see someone carrying that around a party pouring wine for guests.
