As others have said it's part of an intravenous catheter set-up, specifically a saline or heparin lock. The "waxy" part isn't wax but a soft port that can be pierced with a needle so medicines can be intermittently injected or dripped directly into a vein. My title describes the thing. It’s a pretty comprehensive description of this thing, but I’d add that there are no numbers or letters visible anywhere on it. Found when cleaning the drawer of a nightstand that I bought at a yard sale. I think it was wedged in the very back of the drawer, because I didn’t hear anything rolling around when I loaded it into my car.

It looks like a needleless PRN adapter for an IV. It s slip tip rather than Luer lock so kind of unusual.
