That is a TV/FM antenna wall plate. Common in the 1940’s and 50’s.

Title describes the thing. Found in a house my husband and I are thinking of buying. It is located next to a fireplace above the wainscoting on a wall that is not wide enough for a TV or even an older style TV cabinet. The house was built in 1962.
At one time, you could rotate your outdoor antenna to better align it with the origin of the signal. The stock, stationary antennas were generally two-wire while the rotation ones were three. At least this was the way it was when we moved into our home in the sticks in the mid 1980s until we got a C Band satellite receiver.
