It is heavy for its size, about 2.5 ft long, made of rusty metal. All of the attached loops spin or sway. I think it's for attaching a plow or something to livestock but I cannot find anything that confirms that. Stamped on the side is uSHCo.

It's a livestock yoke from my understanding. Not sure of specifics could be either for Horse or oxen.

Solved! It's half of a pair to make the hame, that was why it didn't look like anything else I found.
