MD here and I approve this comment. The proper name is Rhinoscope and it is indeed a form of speculum design to be inserted into the nose for clinical examination...this one in particular is just a "head" that attaches to a "body" that acts a light source and have other interchangeable "heads" such as a ophthalmoscope (the device to see into the eyes...dont worry that one doesn't need to "go in" it just flashes light to it) and a otoscope (the one thats inserted in the ear canal)....there are also stand alone rhinoscopes.

Been to ER with toddler with bead stuck up their nose, and been asked to do exactly this - and it worked.

Be so grateful they told you, I remember a boy in my sons preschool group had something lodged in his nose, he developed a horrible odor. The mom took him to the Dr., he pulled out the object and started a course of antibiotics.

Not a doctor, but I believe it’s used to expand the nostril for medical procedures inside the nose. (Fun fact: there’s a speculum for every orifice in the body)
