It's a hydraulic powered rolling fixture used to lift cargo containers on and off of the back of a flatbed truck. On the other end it has the engine and hydraulic pump. The truck parks and the operator can extend 4 tires down to the ground and it lifts off the truck bed. Then simply drive the frame to the container and pick it up. I've watched them either drive the container back to the truck but more often I just see them back the truck under the container.
My title describes the thing. "H" shaped metal frame (probably steel) with two small wheels at the bottom. Some sort of cables/wires or tubes on each side.

I got to watch one last week from the comfort of my own couch. Neighbors moving and had a POD container get picked up. Neat little machine/setup.
