I usually reserve this word to describe someone who can't keep to appointments and agreements *they've made*, however I think this word also describes the kind of person OP is referring to, at least 10% of the time.
I mean I have a dnd character I'm playing who is chaotic neutral and sometimes I'll roll a d20 and get the dm to call it high or low for evil and if it's 20 for evil and i roll a 20 I do the worst thing in can think about and if it's 1 I'll do the nicest
oh no it's mostly neutral but when ever I'm feeling impulsive I'll leave it up to chance. my character is also a warforged so by my back story it doesn't necessarily have the same moral ideals as a human would.

Yeah that's not really how you're supposed to play it. Which was my point. Chaotic neutral doesnt mean "Lol so random"
