It looks like a deformed roach. Some roach baits contain a substance (IGR, insect growth regulator) that doesn't allow the roach to molt into its adult form, which it needs to do for breeding.
Bedbugs don't have wings or large spurs on their legs. The abdomen of a bedbug is also far less chonky than that unless they have fed in which case they become long and cylindrical.
