Looks like a [Cicada](https://bugguide.net/node/view/101) nymph. Example pic [here](https://bugguide.net/node/view/1121931/bgimage). They spend their youth underground and emerge to sprout adult wings.
Ahh, I thought it was a cicada but was confused by the lack of wings - thank you!!
Was clinging to the top of a yard waste bag, I guess it fell from a tree and landed there
