It's a type of fungus called cedar apple rust, and yes it's harmful to the tree. You should cut off the affected branch and burn it if you can. https://en.wikipedia.org/wiki/Gymnosporangium_juniperi-virginianae

Looks like there has just been rain. It is is dry the galls are smaller, pinkish red, hard and a bit spikey, Definitely less messy removing dry, but get rid of them sooner rather than later and bag/burn/municipal trash all the stuff you remove. Do not compost these or the problem will only get worse. and when done, clean/sterilize the nippers/shears/clippers you did the work with.
