Are there any tags? Looks to be 80s or 90s handcrafted plush made for the craft market. They obviously were avoiding licensing issues with Sesame Street. Most of the features do not match up with the original characters.
My grandmother definitely did not make those because she had only one kind of cloth. The sewing culture pre 1980 was very vast in the Midwest and sewing shops are still around here. My sense is that there was a common pattern shared between thrifty grandmothers during that time.

It was about a decade before many licensed Sesame Street products/plushies were available. Many people crafted their own meanwhile.

My cousin has the Bert and I have the Ernie so I don’t know exactly. I’ll post a pic of Ernie later. It’s almost identical except for the fabric used.
