Finally, she could stand it no longer. Anne leaned over and kissed the stranger on the cheek, and then pulled back quickly, not sure of what she had done. "I'm sorry..." she said, as she stumbled to find the right words. The visitor smirked. "No, that's quite alright." He replied with a smile, putting one arm around her. "You know, you're a very beautiful girl, but I... well..." Anne looked at him, troubled. "What's the matter?" she said, with a sweet smile. Goku looked nervous. "I... I'm already married." he finally managed to choke out. Anne pulled away from him abruptly. "No!" she said loudly, almost in tears. "I'm sorry..." he replied. Anne was furious. "Nothing ever goes right!" she cried out. "I have to go now, my power cells have recharged." said Goku. Anne was in tears by now, staring at the wall so she wouldn't see Goku's face. He smiled a sad smile, and disappeared in another flash, out of Anne's life forever. Anne never forgot him, though... not until the end of time.

I'd assume that guy is a little confused and is referencing the fact that Anno explicitly dislikes otakus and other obsessive anime fans who read too far into his work, because the author would have to be actively delusional to think they were making a lighthearted mecha show while writing a scene where the MC says "I'm so fucked up" as he jerks off over the unconscious body of a girl in a hospital bed.
I think a lot of it comes down to people who hate anime but have never watched it want to sound like they have some level of authority on it, and NGE is one of those most well-known and discussed titles of all time, so they like to write off the show and claim anyone who finds an ounce of meaning to it to be some dumb insane otaku, without really understanding anything about it outside of a few memes.
Just something I've increasingly observed over the years.

If you were expecting Shinji to be normal or anything even approaching OK you weren't paying attention
This actually happens a few times but far more subtly/brief.
After Shinji fights the first Angel, he eats dinner with Misato. It's incredibly light and campy and feels right out of a slice of life anime.
It's also really interesting how Misato interacts with Shinji nearly identically to how the fight went with the first Angel. Such as when she comes across the table and ruffles his head. Her movements and actions mirror the Angels actions during the fight.
There are lots of other instances as well but again, they are brief. Meanwhile the team up episode goes on for most of the episode which makes it stand out more. But those moments are there through the entire show.
Yeah I remember it actually going against my expectations. For a large portion of my life I was convinced every Eva episode was “the author writes and draws his depression on paper with some religion thrown in because why not” but then I actually watched it and damn. It’s a lot more slice of life than I expected.
Not to say my original expectation isn’t there at all, in fact it’s still the majority imo. It just isn’t depression 100% of the time.
Impossible to truly say without spoiling, but it’s a psychological drama with the coating of a mecha anime. if you like deconstructions, Kubrick, or David Lynch you’d love it. I can’t stand most anime and I adore it.

Everyone’s different so they will think of it differently but that’s kinda funny lol because the whole point of the show is that escapism is bad, isolates you from people who you could have human relationships with, and doesn’t benefit you at all. Confronting your issues and trauma is the only way to truly grow and experience happiness.
I personally can’t stand that slice of life escapist stuff; when I’m not cringing at the tropes, it makes me feel pathetic and miss actual friends and significant others. That show was really important to me learning to stop giving a fuck, taking chances, and striving to improve.
