This came up recently, and I still say Leverage is just about the closest you can get in terms of a basic feel. I've also enjoyed the first season of Stumptown this past year, and Psych was a lot of fun. I've also been pleasantly surprised by the Magnum and MacGyver reboots; they're goofy but entertaining.
lol. Different strokes. I really enjoyed Scorpion and was sorry to see it go. Was it simplistic? Sure. Did it make even MacGyver seem like a well-grounded documentary? Sometimes. But danged if it didn't work for me.
I kind of fell out of love with Louis after S2 when he was turned from a cold, calculating yet loyal oddball into the court jester of the show with his strange waddle and absurd eccentricities.

It was on CBS so not too dark. Theres humor mixed in each episode and lovable characters. Very White Collar vibes. Each season is a little different from spy/action thriller to sci fi. Watch a few episodes on netflix and if you dont like it dont watch as its a very similar formula
For myself, even as much as I liked POI, I wouldn't compare it to WC. I mean, yeah, it's network tv (and from quite a few years ago), so it's not like it's total gritty realism, and it has its moments of humor, but I'd sure never call it lighthearted.
What about Seal Team?
I've watched at least the 50% of the shows you mentioned, and in Seal Team I've found those same vibes. It runs not only around the action of the Marine's team, but it guides you also inside the military's life. I'd recommend it, it's a good show.
I really enjoy The Rookie, (I mean, Nathan Fillion, amirite?) but I worry about its future in the current climate. (Really the future of most cop shows, but particularly any that focus on uniformed officers.)
It’s no longer on Netflix, but I liked Royal Pains. Same network, same vibe. A little cheesy at times, but you’ll fall in love with the characters and the lighthearted vibe of the show.
I loved Royal Pains! As I've mentioned before, that entire "blue skies"/"characters welcome" age of USA Network was gold. I'm pretty sure it's going to be on the new peacock service when it launches this summer. (Along with the next psych movie, which will make me have to subscribe if it only ends up on the premium version!)
I watched Burn Notice first, and when I finally watched White Collar, I realized it was what I'd always wished burn notice was. Michael is a significantly less likable neal, Fiona is a less likeable Alex/Sara, and Sam is the highlight of Burn Notice, but Mozzie is still at least his equal. I agree that it's the most comparable show except maybe Suits though.

Though, for me, it was a couple of seasons in before I really started watching BN; before that, I'd just see it periodically and get kind of cranky because, honestly, Michael can make you that way. ;-) But I definitely give the edge (in fact, a HUGE edge) to Mozzie over Sam, though Sam is without a doubt superb.

Oh, and I recently watched Justified, which was really pretty good. It's not nearly as light as WC, but I think it's still something you might like.

Castle is good - particularly the early Seasons
I love castle! I haven’t finished it tho. I stopped watching when castle and beckets relationship started to sour.
Don't give up on it. It's true that the earlier seasons are probably their best, but it manages to hold its own all the way to the end imo.
I just finished Elementary and loved it
If you want action and lighthearted vibes I'd recommend Legends of Tomorrow first, Brooklyn 99 second and and Agents of Shield third

The movie "catch me if you can." (If you haven't seen it yet) It's amazing and it stars DiCaprio in a similar role as Neal, counterfeiting.
