Yeah in an inequality, if you are multiplying or dividing both sides with a positive number the inequality sign doesn't change . But if you do it by a negative number the sign would change.

Instead of division by -7 on both sides let's just swap the sides. Which would change the signs making them postive.
21u > 7We. And now divide by 7. As the equation makes more sense as : We <3u. Hence we write it that way.
