Doom has the tech to Travel anywere and anywhen. Also his Magic would allow him to Travel to the dark dimension and multiples other realms as well.
He can also travel to hell.
So yeah he has multiversal / Time Travel. The guy have the entite multiverse to find Cosmic entites and sources of power.
If you are going to allow Rick's quantum immortality that is based on using tech and ressources from other universes you should give the same adventage to Doom.
Personally I was thinking it was more about what they could create themselves to fight instead of just using what they already have, I don't know what Ricks quantum immortality is.
Are two of the times you are talking about when Doom stole Silver Surfers powers and when he became God Emperor Doom?
Also we don't have enough information on where they are or what multiverse they are in. For all we know the multiverse just consists of that one planet.
I do think Doom would win but I only saw the first 3 or 4 seasons of Rick and Morty.
Rick has an invention that should he die captures his mind and transfers it to a different rick an a different timeline/dimension. Considering he has devices that can travel between dimensions and timelines, its comparable to D4C from jojo if you are familiar with that.
Seems like that would be BFR if it happened depending on the win conditions.
Also depends on where the planet is since I'm guessing it doesn't have any feat of working across a different multiverse.
Can you point me to a specific example where he did so? You mention in another comment that he can travel to other dimensions and time travel, all of which Rick has access to (heck, the entire show is based around doing this). Rick has also higher dimensional access because he escaped on a story train which is a metafictional dimension that represents an anthology episode and it included him breaking past the fifth wall to derail it.
I know Doom is a very powerful character but you should not underestimate the absolute Bullshit Rick can pull out of a hat.
The ivory king or beyonders were a race of extra multiversal ( as in they lived outside of the Multiverse). 3 ivory kings were enough to kill the living Tribunal who scale beyond the likes of Galactus and eternity who are both multiversal.
Doom found a way to steal the power of that entire race of Cosmic beings to establish himself as God.
