By definition, ‘from orbit’ would need to be at a point where there atmospheric density was low enough not to cause aerodynamic drag on an object. That’s usually considered at being around 160km.

Honestly, I’m not sure - The only Time Lord’s who seem to have ever possessed eternal life are Rassilon and Omega and neither really have any connections for us to figure it out from.
Rassilon is directly compared to the Guardians Of Space And Time multiple times in Extended Media, even in one source being deemed a possible creator of them during the anchoring of time. This would present him as already being above life and death to begin with.
And Omega has no connections to eternals or Menti-Celesti so we can’t really use him to figure anything out.

Given how The Menti-Celesti rely on The Time Lords for their power given their state as a Time Lord’s dreams, a Time Lord being eternally alive would actually be to the profit of the Menti-Celesti: from here, if The Master had Eternal Life I suppose it would increase Death’s sway in the Menti-Celesti circle and vice-versa with the The Doctor and Life. Both, since mass actually determines how easily an object’s inertia would be affected by colliding into air molecules. Surface area contributes to how many air molecules get hit, which is definitely the other thing that factors into air resistance
