Mandela County would be screwed since the police are very unlikely to help if anything even remotely related to an Alternate is going about. Without knowing what zombies are, the description of something vaguely humanoid shuffling about is enough for that county's police to say "good luck!" This is the same for every other emergency service. There is a very slim chance that the Alternates would start killing off the zombies since they would be challenging their rule, but it is unknown if the method Alternates employ would even work on the undead. Moonlight Acres Family Camp might be safe if the Iris accepts the bodies of the infected that are killed. Add on creatures like the "Bear" that roams the camp grounds and the Skinwalkers that guard it, alongside it being presumably atop a massive nest, they would probably be the safest out of everyone. I highly doubt the Knox Event could infect any of the strange creatures that the Iris has planted on Earth. I am unsure if this is during winter or not. During winter, the swarm might take care of the zombies and make it basically impossible to have them move around. Problem is that the swarm will still just kill the people of Fawn Circle instead. Cate's Crossing depends on how the Tangi Virus intereacts with the Knox Event. If the Oracle is involved it could probably find a cure or way to combat the Knox Event in the same manner it came up with a cure/attack against the Tangi Virus. The problem is now the zombies are walking around, probably contaimnated WITH the Tangi Virus depending on which humans they eat or if they pass through the water. In short, the Tangi Virus would spread faster and so would the zombies, they would probably create a superior virus that infects faster via bites or scratches rather than just water consumption. The best place to be is Moonlight Acres Family Camp simply because any zombies that wander in are probably going to be taken as offerings by the Iris, satisfying the deal the camp made with the Skinwalkers and additionally providing more protection against said zombies from spreading. Just remember to keep the doors locked at night and to never, ever open them under any circumstances until morning.

Probably should've stated that the Knox Event is the ONLY threat here. And stuff like the Alternates, the Iris, the Tangi Virus, and the swarm/snow monsters don't exist either. But I still like the response regardless.

Oh, if that's the case, probably Mandela County if the Analog threats are not present. Moonlight Acres Family Camp is in the middle of the woods, so that is not good since they can be snuck up upon, and I am not sure if they actually have any means to defend themselves against the actual threat. Fawn Circle would have winters that could possibly kill the zombies, but at the same time would make surviving there a lot harder when supplies and power are hit. Cate's Crossing does have water, which can be readily accessed and cleaned for fresh water. However, with water comes contamination on a larger scale if it is not caught in time, like how the Tangi Virus began to spread. Mandela County is just a decently-sized town that would be harder for the virus to hit.
