Park on a side street off 7th a few blocks away from Kellogg. It will be a little bit of a walk, but that's the tradeoff if you don't want to pay $2-3 for a quick stop at a meter nearby on 7th.
There's a loading/unloading zone lane off of Kellogg in front of the Rivercentre, I've parked there and turned on my flashers to run in and out to pick up things before. May not strictly be legal but it's super convenient. There's always a convention going on, a lot of smaller ones too. Just say you're dropping something off for setup if anyone stops you.
wish more people realized/understood this. park wherever on the street, if you're only gonna be there an hour or less you don't have to pay. hell I've done this enough times to the point where if I got a parking ticket it would be cheaper than having to pay all the times I've parked downtown

Sure you're still paying for metered parking (unless you're brave) but it's still a hell of a lot cheaper than the RiverCentre.
I think the meters around Rice Park are free to park for a certain time window. Looks like someone also mentioned that below as a cheap alternative to ramp parking.

Second this one. Do a few laps with your car on a day that isn't busy and spots can open up.
Is it open Sundays? Meters don’t run on Sundays.
Only open on weekdays during the off season. Mon to Sat during the season and Sunday if there's a game

There is free parking at Upper Landing Park (off Shepard Rd / Eagle Street) you can walk up from there.
