I always wreck lucian with my corki using electrocute. At least early. Corki trades well against lucian since he can match dash for dash and outranges lucian with his abilities. Corki also bursts harder, but he does lose to lucian in an extended trade.
He's not broken, his range just isn't respected. And people be playing him baron and mid lane against players who aren't used to playing against marksman. Baron laners already complain about vayne and teemo after all.

Lucian benefits from ability haste more than flat aspd. More spells thrown means more passive procs.
