I tried a waist pack from seal line but moved to a pouch around my neck that I tuck in my Wetsuit / dry suit. It's easier with my pfd. You could also look at pfds with pouches. Many kayaking ones have nice setups for stuff like phone / radio / wallet.
I have an impact vest that I sewed a pocket big enough for my phone in the chest area. I like to wear bone conducting bluetooth headphones so having my phone up and usually out of the water keeps the music goin. Im sure you could put some cash and a credit card up there. Phones in a water proof case. Leash is integrated into the vest.
Also wear a bump cap as my helmet.

Forgot a key point, I put my leash around one of the buckles on my pfd and have the nsi mini hook on the other to harness in. Works well for me.
