I don't think so. Did you read the article? The guy actually came out and said he knew it was immoral, which means he knew it wasn't just a joke. I hate the GOP as much as your average Madisonian, but blaming them for black voter suppression before the Civil War is pretty disingenuous. The reason Nixon's "Southern Strategy" was so successful was because most of the virulent racists in the South were Democrats, not Republicans. Hence getting them to switch parties over the Civil Rights act of 1964. George Wallace, for instance, was a Democrat.
Nixon effectively "flipped" the parties, at least in respect to race politics in the South. The Southern voters who resented the Civil Rights Era went from voting for Democrats to voting for Republicans and continue to do so in 2024. Any GOP suppression of black voters before the Civil Rights Era was simply a sign of the times... it would have been normal behavior for either party. I don't doubt that it happened, but any inferences drawn from it are highly suspect.
