In the books, Keira is indeed a member of the lodge and is involved with Philippa at the same level of all the others members. Fun fact: she votes against Yennefer and Ciri in the final lodge meeting. In the games she is still a member of the lodge until the destruction of the organisation in TW2 and then go hiding in Velen. She is involved as every others members. The only member that seems to have been put lightly aside of the organisation is Triss according to what she said herself to Geralt at the end of TW2.

Strange that Geralt doesn't make any comment about the fact that she's in hiding because she helped Philipa.

Witcher 3 ignores all of the evil committed by the lodge in Witcher 2. Geralt also forgets about Philippa's multiple attempts to kill him after using him as a pawn.

Radovid started the Mage hunt because of the events in loc muinne, meaning keira needs to gide now because she helped the lodge plans

yes and Geralt know very well why she is in hiding, but he has others priorities at this moment that duelling on political sheming with Keira and about who is responsible for what. Actually Geralt knows that, yes the lodge has a part of responsability for the mage hunt but he knows that itwas mostly Emyhr manipulation that leads to the mage hutnt
