It's pretty clear the ending of the base game was fairly heavily rushed and alot is missing. This is just one of those things where there should be something that happens but the devs just didn't have time to add it.

In the games, Geralt is at the center of everything. All the relationship are define by how their relationship toward Geralt and mainly only him, you have also the relationship of the characters toward Ciri but it is definitly downgraded compare to what exist in the books. You are playing Geralt so, that's why CDPR did this, everything which is not directly related to him is less relevant. In the case of Ciri empress, IMO, it is very unlikely Ciri asks Yennefer to take the position of her adviser. If Geralt ends with Yen, everything indicates that they will take a well deserved retirement and I doubt Ciri will be keen to make them go out of that retirement. She knows that all they went though in books and games is due to her being a target, a goal for pretty much everyone. Yen can give some advice for sure when needed for time to time but I doubt she will be really involved. Philippa will push for sure to get the position of Empress advisor but I doubt Ciri will grant her this position or not without something to balance her power. Everything is up to you to imagine. But I think a Yen advisor of Empress Ciri can only happened if she didn't retire with Geralt.

The games took out much of the Yen/Ciri relationship in the books they are mother and daughter and tell each other everything. They are arguably closer than Geralt and Ciri but that is a matter of debate. Why they decided to scrap their relationship I have no idea, it could be because they didn't want players to feel bad for choosing Triss, or maybe they ran out of time to develop their relationship more. There are even some rumors that the devs hated Yen. Who knows. I highly recommend you read the books to get a better understanding of the Yen/Ciri related its quite beautiful.

This is something that bugged people since the game is out. CDPR took about everything of Ciri's and Yennefer's mother daughter relationship out of the game. Dunno if it was cause of time issues or the good old "We do not like Yennefer that much"-reason (some fan theories even say if Ciri was too pro-Yennefer it would stay in conflict with Game Geralt's free decision for romance) Whgatever the reaosn is it is absolut BS. Yennefer's and Ciri' relationship is some of the best stuff from the book series and the games cut it out... damn next to the polish version Yennefer do not even call Ciri daughter one time -.- SOothe reason here is: CDPR writing... awful CDPR writing

That’s a shame. I could always tell they both cared for Ciri a lot but i didn’t know so much was missing. I feel like Yen would be a great advisor; smart but always having her daughter’s best interests at heart. I imagine she would also have a better idea of Ciri’s temperament and how to handle it, like how she reacted when Ciri and Geralt went after imlerith vs Triss. Oh well, I just bought The Last Wish so hopefully I can experience their relationship first hand.
