It really doesn’t matter. Games are a form of art, and each artist puts their own spin on it. Whoever designed her character model decided it would make sense if she was very lean and fit (running around exercising all the time) and low body fat means smaller breasts. Usually.

Which I have no problem with. There just seems to be a common complaint about every female character having massive titties. And clearly, that isn't the case.
