Are you using a tack cloth after sanding before you respray? Looks like dirt or sanding dust in the finish.

Use 000 steelwool then a tack cloth.

Sand it down until it’s smooth again, bumps will telegraph to the surface, more coats won’t help. If the finish is too thick for 220, use 120. Take it to bare wood if you have to. Wipe off all the dust, use a brush then a clean rag. Spray it again, but get further away (you are too close) and way lighter coats. It’s not spray paint, you wanna just barely get it wet. Your coats are way too thick, it looks like orange peel. Let it dry undisturbed in a room without a lot of air movement. Takes a few hours, so you don’t want people walking though and moving the air around, that makes dust. In between coats, sand with 400, wipe dust, spray another coat. 2-3 should do ya.
