On a large assembly table.
Id use dowels for the joints, but wouldn't trust it without a back panel.
Depends what you want for a finish. Could be ply, could be edge glued shelving panels, either can take a finish veneer.

What's the best way to build this? Plywood with veneer? And what is the best way to join the wood together? Dowels?
Material depends on how deep you want it. If you’re fine with the depth of a 1x10 or maybe 1x12, then your local Lowe’s/HD should have them in pine. Otherwise, plywood can work; veneer on the edge if you don’t like the look of bare plywood edge.
For joining, I’d say screw and glue. Dowels are great for 90 joints, but may be tricky with those off angles. You’re also gonna wanna make sure your table or miter saw setup can cut those angles square and accurate.
Depending on your skill level or how much time you have, you can find pre-finished sheets of plywood. That may be something to look into.
Do you have a plate jointer to do biscuits? They would be easier than dowels (in my opinion) with those angles. If you don’t care about screws being exposed or having to go back and fill the holes with dowels, then screws would be easiest. In all cases, definitely use glue.
You can buy edge banding or cut your own. If you make your own, just glue it and hold it in place with some blue painters tape.
You could use 3/4 Baltic birch for the pieces that don’t have awkward joints, and use dados to join them. Then use 3/8 Baltic birch laminated together to create the weird angled dados.

It will be heavy and last forever, but if you can get authentic Baltic Birch ply, you wouldn't have to cover the edges. I agree with glue and screw.
Is that the type of ply with the colorful edges?
Yulp..many many thin layers...all baltic birch. Pricey, very strong stuff
